The forum title should be visible to everyone, whether member or guest. You should use the main section for this. It doesn't matter whether the contained categories are public or only for members (or both). Each group gets to see what is allowed for them.

Welcome Mat = Public
Suggestion Box = Registered only
Guests only see Welcome Mat and registered users see both.

But of course, if you want to have it organized, you can create a separate top level section for the guest area, as you can see in my second example.

Yes, the settings seems now correctly.

I did give you an account username and p/w. Perhaps you might see if you can discover why the formatting problem only happens when logged on?
