Kunena 7.0.2 Released
The Kunena team has announce the arrival of Kunena 7.0.2 [K 7.0.2] in stable which is now available for download as a native Joomla extension for J! 5.3.x/5.4.x/6.0.x. This version addresses most of the issues that were discovered in K 6.2 / K 6.3 / K 6.4 and issues discovered during the last development stages of K 7.0
Question Users notified of new topics even when not subscribed
Also, we only have 2 forum categories, and they are not moderated. We don't get a lot of traffic in these fora, however everyone can post to these categories w/out being moderated except one user.
It really does seem to be a user issue, rather than a forum configuration issue.
Thanks again for your help.

Can you please post a screenshot of the categories listed in the Kunena Category Manager?
This type of email message normally is sent to administrators and forum moderators when a user sends a new post to a "moderated" category or in the case where you have either (or both) of the following configuration settings set "true":mbruell wrote: The [subject of the email] message is: "A new post has been made to a category to which you have assigned as moderator on the forum-name Forum"
- Kunena Forum: Configuration » Security » Security Settings » E-mail Administrators
- Kunena Forum: Configuration » Security » Security Settings » E-mail Moderators
There is also one other situation when users' messages may require moderator approval before they appear on the forum. See Moderate a single registered user? for more information.
The difficulty is, of course, in understanding the terminology (i.e. what is a "moderated" category and what is a "moderated" user). It is, perhaps, unfortunate that the word "moderate" has several different meanings. In the rather narrow sense that I am using, I feel that we are discussing a category that has the setting:
Category Manager » <category> » Category Settings » Review posts = Yes
I could be wrong, or course  but it would help to see a screenshot of your forum categories.
The question here is about a "few users who are occasionally notified of a new topic or a reply even when they have never subscribed to a topic (and don't have any topics as being subscribed)." It would help to know who are the users being notified and which topics, or categories of topics, that may generate those emails.
You may be right—the issue be about about the users—but I would really like to eliminate the possibility that we may be discussing an issue about forum categories that may have the setting Review posts = Yes.

You are right; you do not have any moderated categories.
I also see from your configuration report that you have the following settings:
- Kunena Forum: Configuration » Security » Security Settings » E-mail Administrators = None
- Kunena Forum: Configuration » Security » Security Settings » E-mail Moderators = None
Also, your configuration settings show that you do not use the "moderate first n posts" feature of Kunena, viz.
Kunena Forum: Configuration » Security » Security Settings » Moderate New Users = 0
Therefore, you should look at the profile(s) of the user(s) who are receiving these messages.
Login to your site as the administrator and go to the profile of a user who is receiving the messages with the subject title "A new post has been made to a category to which you have assigned as moderator on the forum-name Forum".
What can you tell us about this user? Is the user a site administrator or forum moderator? Does the user have anything listed under the Subscriptions tab?

Mabye it's the same issue.mbruell wrote: What I can't determine is why posts from one particular user are getting flagged as needing to be moderated. This particular user is not defined differently than other staff members, as far as I can tell. I have watched her create posts to the forum, and I do not see that she is doing anything "wrong."

Unfortunately, simply opening the user (edit), and then saving w/out any changes didn't fix it her.
