only way is editing your ini file, and your isp cannot say no to such petition, if he says, you should change isp...

But the way it's done depends,some let's you edit your own php.ini, others have a tighter control over it to keep it save and you must ask for support...

To do what? I don't understand. This sometimes happens.

The provider allinkl.com provides the facility to override appointed presets of php.ini
in .htaccess for example:

php_flag magic_quotes_gpc on
php_flag register_globals off
