We just did a Joomla 1.5 to 1.7 upgrade and have 1.7 rockettheme, it appears the template that does the top menu and borders around the whole forum is not appearing correctly. See attachment below.

I am having more than just the tabs menu displaying vertical...if you look at the screenshot you'll see that the whole template is totally broken...I tried the same theme on another brand new joomla 1.7 site with kunena and it functions correctly, just this one that used jupgrade is broken template wise.

If your forum works with one of the default Joomla 1.7 templates doesn't that tell you something? It's a well-known fact that using jUpgrade does not properly migrate everything from J! 1.5 to J! 1.7. jUpgrade does a good job on Joomla and Kunena but other extensions ... well, that's a different story. The answer to your problem is to use a different Joomla site template or fix the one you've got.

The template is exactly the same on both sites. I have loaded all the correct extensions on the site for 1.7 joomla and I can't understand why the brand new one isn't working compared to the one the jupgrade. They are identical in the respect that I installed the same things on both.
