Yes, I tested and inserted an image (one of the ones I was trying here) into a test post, seen here:

Thank you. I'm pleased to see that Kunena isn't the problem here. :D

You problem occurs with a website developed and running on your own PC, is that correct? I mean, we're not talking about an internet-based site at this time, right?

I am uploading the file from my PC, but the web site is live and online. It is a private site that local kids use for their gaming group, that is being converted to Joomla.

I also tried it from home, to make sure it wasn't this specific PC, and it is not. But like I mentioned, file upload/insert works on all other existing apps (cb, and joomla).

I could likely grab a different forum program, install it and test it as a secondary to see if it has a file attachment/insert issue as well.

Yes, you could try a different forum application.

It's very difficult to understand why you are having these issues without understanding your Joomla installation or seeing you K 1.6. configuration report . However, if you want to try a different forum application then there's probably no need to pursue this particular line of investigation until you have tried something else if that is what you want to do. Maybe you have not allowed image uploads? Maybe you have changed something in you forum configuration? Have you tried going back to the default settings?

Is there an easy way to get back to the "default" without doing a reinstall?

I'm more than happy to reset it, but I'd prefer not to remove it and lose everything.

As for the config report, that's easy:

Thank you for the configuration report. I didn't see anything immediately obvious from looking at this except for the fact that you are running Joomla on a IIS6 box and, as we are all aware, IIS adds a whole new level of complexity to the problem. Whilst it's possible to run Joomla on an IIS configuration, it's not recommended. It's also disconcerting that your website does not have PHP mbstring functionality installed.

Certainly, the fact that you're running on an IIS-based configuration, explains the format of the error message that you're receiving when your users attempt to insert message into Kunena, but it doesn't explain the cause.

Reverting to default settings is quite easy and it may be worth a try even though I think that there are other issues involved that will probably get in the way of solving the problem this way.

Go to Forum Configuration and click the Default icon on the top right corner of the page.

K 1.6 has not been tested on an IIS-based configuration (to my knowledge) and this is certainly outside my field of expertise. If I were in your shoes I would look deeper into the directory and/or file permissions issues. In Unix terms, folders and files should be owned by Apache with "755" for folders and "644" for files. I think this is where the answer lies. I don't have the specific answer for IIS, sorry. :( You might discover that addressing the PHP mbstring issue (you can get help at forum.joomla.org) might be helpful, too.
