This link is displayed if your userid is in configuration field in backend or if you are an administrator or super administrator. And do you have enabled annoucements ?

I don't provide support by PM, because this can be useful for someone else.

Yes. Announcement enabled, and the userid for my main administrator account is set properly. No link.

[strike]I'm having the same problem. Fresh install, no link even though I'm logged in as Super Admin[/strike]

Oops, nevermind... This fixed my problem:

Simply turn on announcements in the Kunena admin backend and enter the Joomla User-IDs of that moderators or administrators

Cheers,
Chris

Most common problem about this is : default Kunena configuration Announcement Moderator IDs is set to 62 <-- this is for joomla 1.5 default administrator ID.

change it to 42 you will see the announcement link is there and work for administrator (super user) and if you want add some moderator have access to create announcement put their id too. ie: 42,47,50 .
