Kunena 7.0.4 Released
The Kunena team has announce the arrival of Kunena 7.0.4 [K 7.0.4] in stable which is now available for download as a native Joomla extension for J! 5.4.x/6.0.x. This version addresses most of the issues that were discovered in K 6.2 / K 6.3 / K 6.4 and issues discovered during the last development stages of K 7.0

Kunena error lies in media/kunena/core/js/ckeditor.js . It parses active as language string and tries to call media/kuenan/core/js/lang/ac.js where ac is from first 2 letters if "active".
As far as I can see you only test for empty language param in Jommla profile. You should parse for "active".

Active means default site language.
If ckeditor isnt working there is another problem.
Outdated Kunena language files, conflict with other extensions/scripts and so on..

I am not am expert. Just using common sense. If ckeditor is working for 99.9% of the users/sites it is neither a Joomla issue nor a Kunena issue.
But you apparently know more about Joomla because you can find non-existing errors in core files.
If you can, do a clean install (local or in a subfolder) with only Joomla 5.1.1 and Kunena 6.3.1 and try to reproduce the error.

Guys, please be respectful to each other. It does not help anyone if you begin to doubt each other's knowledge.
Unfortunately I can not test anymore. I had to take my site offline, because I could not find enough time to manage the site.
