dragging an image into the editor doesn't work for me either.
so only works with attachment button

Try to clean cache on your browser, on my side with this change i'am not able anymore to drag and drom images in Ckeditor area

in my test with this change I can't drag in a picture anymore
only you also have in the template the choice for
SCeditor and there you can still drag in an image.
