I see that if I set file uploads only to moderators or admins, anyway also registered users can upload them. A bug?

Your settings are:

Kunena Forum: Configuration » Uploads » Images » Allow Image Uploads = Registered

Kunena Forum: Configuration » Uploads » Files » Allow File Uploads = Administrators

This means that admins are the only accounts that can upload non-image files (e.g. .zip, .txt, .gz, .tgz), but registered users can upload image files (e.g. .jpg, .jpeg, .gif, .png).
