Solved Error message

all my registered user get same message when trying to start new topic.  What setting have I missed403 Forbidden : You do not have permissions to start a new topic! Or you haven't created/published a top level category !You may not be able to visit this page because of:

1. an out-of-date bookmark/favorite
2. a search engine that has an out-of-date listing for this site
3. a mistyped address
4. you have no access to this page
5. The requested resource was not found.
6. An error has occurred while processing your request.

If difficulties persist, please contact the website administrator and report the error below.

First check your category setup

Not sure what I am looking for. Permissions are set for Public as I want all to see the forum.
