thank you all but its not folly RTL or i don't know maybe the RTL not loading in my site because i don't see the forum taking styles from the RTL css files... any why the only thing i needed to do in order to fix this issue is to override css rules to make it RTL, not so many styles
add this to your default template because if you will update the forum in the future it not going to replace the original css blue eagle template file...
