Kunena 6.1.1 Released
The Kunena team has announce the arrival of Kunena 6.1.1 [K 6.1.1] which is now available for download as a native Joomla extension for J! 4.2.x/4.3.x. This version addresses most of the issues that were discovered in K 6.1.0 and issues discovered during the last development stages of K 6.1

Forum "rank" does not control access to Kunena categories. This question has been asked (and answered) before.
Access to Kunena categories is controlled by Joomla ACLs. The answer to your question can be found by searching this forum.

The answer to your question is no. Access to categories is controlled by Joomla ACLs and not by forum rank.
