Question private message in topic / reply ? please explain

I'm just working on a full update for SCEditor (image handling, poll edit, buttons as configured, undo plugin)
and came across the private message tab on new or edit a topic

how does this exactky work? or does this only means, that this part is only visible for registerd users? (I saw guests don't see it),
if so I would think the name 'private message' is a bit misunderstanding, just call it 'members only message' or something else.

ok, it looks like I can disable the private tab in the config, (useful if the forum if for reg. members only) but as I mentioned before
as it is called private message I first thought  of disabling the private message systen completely (using uddeim),
which I don't want, so another point for renaming.

and further more, there is a point called persönlicher text personal text - what does this mean please ?

Am I right that this means "for reg. members only" ?  (so in a reg. members only forum without sense)
