I am not entirely sure what is going on here, I tried to nail down the issue.

Situation:

First I add a section, then I add 3 categories on this section.
CategoryReorder
Section11
--Category12
--Catogory23
--Category34

So that is correct, however once I add another section, things go a little weird

CategoryReorder
Section12
--Catogory11
--Category24
--Category35
Section23

Now to make my point clear, I added the categories in the list in the order they currently in.

If I tried to enter numbers in manually for the reorder, it still does not come out in the number order as intended.

Reorder only affects in the same level. Parent and children categories are not affected.
