The correct term for this "welcome message", as you call it, is the forum announcement.
When you look at your forum - when you login as the administrator, the person who created the website - you will have access to adding new announcements or editing existing announcements. Only the latest announcement is displayed. You can also allow other users to be "announcement moderators".
The technique for adding announcement moderators is a little tricky but there's a rough guide to doing this if you look at the Forum Configuration » Frontend » Look and Feel » Announcement Moderator IDs setting. I hope this helps.
Excellent! I did not realize that it's a front end editing function. I was hanging out in the back end during configuration! I was also logging in the front end with a user name that was not assigned to edit, which explains why I did not see it.
