This issue was solved by allowing access to the topmost section for unregistered users, then they are able to post new topics.

I have same problem. I allow access in section to guest, but guest can`t create topic.

You have the same problem? Exactly the same problem?

The submit button works for people using Internet Explorer, Google Chrome and Firefox, but your users cannot post anything into a new topic. Is that what you are saying is your problem?

No-one, registered logged-in users included, cannot post new topics into sections. It just isn't possible. Users can only post new topics into categories. Do you understand the difference between sections and categories?
