Question Board Categories Drop-Down - Unpublished Categories Still Displaying

This one is driving me batty... I have two forum categories that I have "retired". They have been un-published, locked, and public access = nobody. However, they still show as items on the Board Categories drop-down menu. Is that normal? Do I have to completely delete the category (and old posts)? What am I missing?

K 1.6.3 is not supported. The problem is fixed in K 1.6.4.
