It's Joomla message (where's the translation?) and means that user has most likely forgot his password.

The translation is:

E_NOLOGIN_ACCESS=You do not have access to the administrator section of this site.

but it is not a admin, just normal user

The user is in mysql visible but not in the administration backende on the user-menu

I found a solution:

i have changed user passwords in the joomla backend,
send them to the user - and then it works fine (after this)...

was much work, but works :-D

The most obvious answer was: he didn't remember his password.. He could have done it by himself..
