Question Clean Uninsatll / Reinstall not working

I've been diving myself crazy with this for the past couple days. checked all the forums, and found the right answers, but they aren't working for me. Gonna need some help here.

Problem is: successful install, but admin component says Install is incomplete. Looks like a common problem in the forums. Also looks like the solution is a clean uninstall (including fb DB files), but I have done this multiple times with the same problem.

Anyone have any suggestions on where to start here? my DB only has 3 fb tables installed, and I delete them. I then deleted the component and the admin component files. I then reinstalled using a package upload, a preuploaded directory install, and the URL installation. Each time, same results, and start over.

As for PHP requirements of:
php max_execution_time >= 120
php memory_limit >= 64M
safe_mode = off

I meet all of them except my execution time is only 30 sec. Does this matter if I'm using a directory or URL installation? I read that this is hard to have changed on a hosted server. is this true?

Joomla needs usually 3 minutes to copy all the files into right place if FTP mode has been enabled. So you need to have a way to allow PHP to use more time to copy all the files..

Thanks, I ended up performing a fresh install with the latest Joomla build to get this working. I had installed from a prepackaged template that was using an outdated Joomla version. Everything is great now. Looks like a very solid app.
