The Kunena team has announce the arrival of Kunena 7.0.8 [K 7.0.8] in stable which is now available for download as a native Joomla extension for J! 5.4.x/6.0.x./6.1.x. This version addresses most of the issues that were discovered in K 6.2 / K 6.3 / K 6.4 and issues discovered during the last development stages of K 7.0

we dont know why it happen (Kunena 1.5 its based on FireBoard and FB is HACKED CODE from alot of programers )
but i can sure that will not happen at K1.6 (DEV know any line of code )
I just discovered the same problem. I went into CB User Manager and found that almost every user had an option to "Receive Moderator Emails" that was set to "yes" even though they weren't configured as moderators. I changed each one to "no" one at a time and saved the configuration. After that I could go back to each user's settings and that option wasn't available which is the way it should have been from the beginning. Fortunately it's a new site and I only had about 35 users to fix.
