That's a difficult one! You want a forum where anyone can post a message and the messages will be immediately visible to everyone, but only the administrator can reply to the messages? Hmmm ... let me think about that ... :S

One way of working around it is to use "message review". Every message that is posted has to be reviewed by the administrator / moderator before it appears on the forum. If anyone else, not approved by the administrator to answer questions, tries to post a message, you can reject their message. You can set moderation on a category-by-category basis. In this way you can set up a special category that is just for questions to the administrator.

The changes you need to make to your forum category are as follows (use Components » Kunena Forum » Forum Administration and select a category to edit):
  • Forum advanced configuration
  • Locked = no
  • Public Access Level = Everybody
  • Include Child Groups = yes
  • Admin Access Level = Manager
  • Include Child Groups = yes
  • Review posts = yes
  • Moderation of the Forum and Forum moderators
    • Moderated = yes
Lots of work for the administrator, though, but that's about the only suggestion I can think of. Good luck.
