Question Mouse over instructions not working in post message

The mouse over tips are not working since the upgrade.

I not seeing:
Example:

Fontsize: text size - Hint: sizes range from 1 to 5

Or the other tips. But, however, they work on submit/preview/cancel buttons. I have eliminated my template and CB 1.2.1 as the possible cause.

Using:
Template: Default_ex unmodified
Kenena: 1.0.10
CB: 1.2.1
PHP: 5.2.9
MySQL: 5.0.67-community
Joomla: 1.5.10

The mouseovers work differently. Instead of displaying a tooltip at the cursor position, there's a text area below the toolbar that changes as the mouse moves over each tool option.

I can confirm this one as well, the hints in the text area do not change. (K1.0.10, CB1.2.1, J1.0.15)

Yes, we know that, that is what isn't working.
