Solved Why does "Duplicate post" happen?

Not a big issue but on the Dutch Joomla forum moderators are using the so called clippings in Firefox to easily enter standard answers/remarks.
I.E. a clipping like this:

So when we discover that a TS has a lot of open topics and never reports back we reply on several of his topics with the same clipping. But apparently Kunena "hates" this and won't let us do that. Error is "duplicate post". Easy solution is to ad a comma or exlamation mark or space or something. But I am just wondering why this is happens.

The of the "duplicate post" feature is intended as parr of a forum's anti-flooding defence.

Problem: I'm not positive this is a bug (as opposed to an expectations problem) but both I, and my client, were expecting a Moderator to be allowed to create a placeholder topic -- but they were being forced to wait a number of minutes between posting them.

Procedure: (Admin) Set Flood Protection to 0. (Site) Click New Topic, enter title, set body to "Placeholder", save; click New Topic again, enter a different title, set body to "Placeholder", save.

Result: Error: Duplicate. Identical message has been ignored.

Failed workaround 1: Set affected user to be a moderator via (Admin) Kunena User Manager -> (click user) -> Moderation -> Is Moderator? = yes.

Worked: Edit libraries/kunena/forum/message/message.php
Add "$config->floodprotection &&" to the conditional on line 751.

I don't think this is a "bug" per se but, I agree, it may be an unfortunate side-effect. I have merged your topic with another one on the same subject in order to give the developers an opportunity to comment on your ideas.
