Where are you looking for the language file? Please read very carefully the information I posted earlier. The language file is in the ../administrator/ folder - a common mistake that people make trying to find it.

I provided you with the location and the name of the language file - that information is contained in a Wiki article to which I referred you. If you do not have a language file then you would not see those messages you asked about:

Registered Users Only <--- this is defined at about line 1357 of the language file
This forum is open only to registered and logged-in users. <--- this is defined at about line 1626

I also asked you where you looked (meaning what folder you were looking in) for the language file at your site. Not only did you not answer my question, I think most people would consider your response was less than a polite one.
