I have the exact same problem. Installed 1.6.4 on a clean install of Joomla 1.7 RC1 and I get the same error message like the second message. I have tried replacing that file, but it doesn't help.

On the upside, the forum configuration in the backend works now.

I've tried setting the Forum offline and that works. I get access to that. Don't know if that helps.

This is an another issue, kunena 1.6.5 will fix this kind of issues
